Josh Berlin, JD
Chief Executive Officer
rule of three, LLC

Josh brings more than 25 years of experience serving clients and leading teams, most of which in healthcare advisory, bringing that expertise to rule of three, LLC as its CEO. He has been privileged to hold previous leadership roles at KPMG, IBM Watson Health, Dixon Hughes Goodman (now Forvis Mazars), and Citrin Cooperman. Both his current role and those past have presented opportunities to bring unconventional thinking to his clients, while supporting dynamic teams, across the full healthcare ecosystem (Providers, Plans, Employers, Governments, Advocacy, etc.). He has been published numerous times over the years, as well as quoted widely, on a variety of healthcare trends and industry-relevant issues impacting how care is delivered, coordinated and administered. Currently, he serves on the Boards of vital.io, Validation Institute, the Population Health Management Journal, and HealthTrackRx.

  

  

Leah Binder
President & CEO
The Leapfrog Group

Since 2008, Leah Binder has served as President & CEO of  The Leapfrog Group , an award-winning national nonprofit based in Washington, D.C., representing employers and other purchasers of health care calling for improved safety and quality in hospitals. She is a regular contributor to Forbes.com and other publications, and consistently cited among the most influential people and top women in healthcare and patient safety. Through annual surveys, the Leapfrog Group collects data from hospitals and ambulatory surgery centers on the quality of care. Leapfrog also grades hospitals on how safe they are, a bold initiative estimated to have galvanized safety improvements that saved over 40,000 lives a year since 2017.

   




Linda Brady
Global Benefits, Healthcare & Well Being Strategy
The Boeing Company
Linda Brady is currently in charge of Health Care Strategy and Policy for The Boeing Company. Based in the greater Chicago area, Linda has worked in this role for Boeing for five years. Previously, Linda worked at Mercer as Principal, Health and Benefits Consultant. She has also held positions with Aon Hewitt as the Vice President of Health and Welfare Benefits Consultant as well as Delivery Group Manager. Before that, she was Executive Director of United Way of Northbrook, a non-profit organization. Linda is an alumna of the University of Illinois at Urbana-Champaign.
  

  

James Gelfand
President & CEO
The ERISA Industry Committee
James Gelfand is president and CEO of The ERISA Industry Committee (ERIC), having previously served as its senior and then executive vice president. James oversees all aspects of the association’s activities, which focus on programs that shape federal and state health and retirement benefit policies, and that impact ERIC member companies’ ability to operate under federal ERISA protection from a patchwork of conflicting state and local laws. He has brought prominence to ERIC among federal and state lawmakers, thought leaders, and major companies in the U.S. and globally. James provides strategic leadership to ERIC’s legislative, regulatory and legal advocacy; membership and partnerships; and communications and operations, to achieve ERIC’s mission and implement the directives of ERIC’s Board of Directors.
   

   

Shawn Gremminger
President & CEO
National Alliance of Healthcare Purchaser Coalitions

Shawn was most recently senior vice president at Reservoir Communications Group where he led communications and public affairs strategy and execution on a range of relevant issues, including 340B and the drug supply chain, employer-sponsored insurance regulations, and Medicare payment. He has a strong history of healthcare advocacy and public affairs with employers, plans, hospitals, and consumer organizations. Shawn was previously director of health policy for the Purchaser Business Group on Health, a member of the National Alliance, where he ran efforts to improve quality and affordability for consumers and healthcare purchasers through federal policy. He has held senior leadership roles at Families USA, and America’s Essential Hospitals. Shawn began his career as a lobbyist for the Children’s Hospital Association. He achieved a Master of Public Policy from George Washington University in Washington and a Bachelor of Arts from the University of Mary Washington in Fredericksburg, VA.
  


 

Misi Holmberg
Director, Benefits
Panera, LLC

Misi Holmberg, CEBS, CPSP, has been with Panera Bread’s Human Resources team since August 2012, and serves as the Director, Benefits. In this role, she is responsible for driving Panera’s benefit strategy and design in the ever-evolving post-ACA world. Misi has direct management responsibility for all H&W and Retirement benefit programs including leave of absence administration, vendor management, and development and execution of wellbeing programs and services while ensuring a positive associate experience. Prior to joining Panera, Misi served as Director, Human Resources for Equifax Workforce Solutions and Benefit Analyst for St. Anthony’s Medical Center, among other HR roles. She has extensive work experience in all aspects of benefits administration and plan design, employee relations, employee and management development, HR and LOA administration and HR systems. Other areas of experience include project management and mergers & acquisitions. 




 

Cora Opsahl
Director, Health Fund
32BJ

As Director of the 32BJ Health Fund, a self-funded plan that provides affordable, comprehensive, and innovative health coverage to 200,000 union members and their families, Cora Opsahl has led the implementation of multiple benefit changes: removing New York-Presbyterian hospital system and physicians from the network; transitioning to a new pharmacy vendor and pharmacy group purchasing coalition; and implementing an expanded Centers of Excellence program administered by Mount Sinai Health System. These efforts saved over $35 million in 2022. In 2023, she is leading a comprehensive medical RFP and hospital campaign to combat rising prices. Prior to joining the 32BJ Health Fund, Ms. Opsahl spent 12 years with Express Scripts, a pharmacy benefit manager, where she held a variety of roles, including in Medicare Part D, strategy and acquisitions, operations, and account management. She holds an MBA from Saint Louis University.
